That process scans your web applications to determine what they are. It runs by default weekly. The process runs only when the CPU has idle cycles, and if your system supports ionice, I/O utilization is also set to idle. So its only using idle resources if they are available and if a core is free, it will use the core, as much as it can up to one core.
