Nope, you'd not have to purchase the license from PSA. All that license does is allow you to configure spamassassin from within the CP. You can run spamassassin outside and independantly of the PSA cp without problems and you might even benifit from the 3.0 version since you're not likely to break psa or mail since your not tied to the cp on this..
