It there any way to throttle all email throught the MTA? I'm running EL3 with the art psa7.5 rpms.

There are a couple of mechanisms, for inbound, Im sure xinetd has the ability to limit connections. For local delivery, and remote delivery qmail uses concurrencyremote and concurrencylocal (goes in the control dir) to set the number of concurrent sessions. Barring that you've go the internal OS QoS traffic shaping capabilities through the tc command.
