I got the following reply from ASL support:

(...) a non-privileged user is no longer allowed privileged access to a network device. In order to allow a user privileged access to the system you would need to add them to the procread user group. Please note that this does remove all privileged /proc restrictions for the user account, and is not recommended for users that are untrusted.


I'll try the latest ASL kernel again and add the vnstat user to the procread group.

Adding the vnstat user to the procread group indeed seems to work:

usermod -G procread vnstat


The newer vnstat package in EPEL6 also comes with a vnstatd daemon, which runs as root by default when started using the supplied init.d script. For EL5 we'll just have to add the vnstat user to the procread group I guess.
